TUV Rheinland Deepens Cooperation with TATC and ADC to Promote Green Growth and Sustainable Development of Auto Industry

SHANGHAI--()--On April 14, 2020, TUV Rheinland Greater China (TUV Rheinland) inked a memorandum of understanding (MOU) on tripartite strategic cooperation with CATARC Testing and Certification Business Unit - CATARC Automotive Test Center (Tianjin) Co., Ltd. (TATC) and Automotive Data of China Co., Ltd. (ADC). The signing ceremony was held online and attended by Yushun Wong, CEO and President of TUV Rheinland Greater China, Yuxin Huang, Vice President of TUV Rheinland Greater China Mobility, Hua Zhou, General Manager of TATC, and Jihu Zheng, General Manager of ADC, as well as other relevant personnel from the three parties.

The Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH) regulation, which came into force on June 1, 2007, regulates all chemicals and articles (including automotive products) entering the EU market. To improve the response of Chinese makers of automotive products to foreign environmental protection regulations and help enterprises effectively meet the requirements for international market access, since July 2019 TUV Rheinland, TATC, and ADC have engaged in mutual exchanges on REACH and on End-of-Life Vehicle (ELV) project cooperation, ultimately reaching an agreement to establish strategic cooperation.

At the online signing ceremony formally announcing the strategic cooperation, Yushun Wong said that as a leading international third-party testing, inspection and certification organization, TUV Rheinland boasts more than a century of technical experience in the field of automotive testing and certification. It has always taken the lead in industry development with green innovation, helping enterprises keep abreast of overseas market regulatory information and providing comprehensive technical support with its consummate global service network. With rich experience and data resources in their respective fields, in the future the three parties will offer new ideas and research methods for the sustainable development of upstream and downstream automotive enterprises, contributing to the realization of coordinated, sound development for China’s automotive industry chain.

Hua Zhou said that TATC, subordinate to the CATARC Testing and Certification Business Unit, is an independent third-party automotive product testing and technical service organization. In addition to TATC, the business unit has established corresponding testing centers and venue service organizations in Guangzhou, Kunming, Wuhan, Ningbo, Yancheng, Yakeshi, etc., and has actively explored overseas markets, establishing European operations in Munich, Germany and a representative office in Japan. In the future, TATC will maintain a solid cooperative relationship with TUV Rheinland in the field of export certification, and take the opportunity of this online signing to enable the three parties to attain more extensive, close, and friendly cooperation.

According to Jihu Zheng, building on automotive big data and model algorithms as the pillar, ADC is carrying out in-depth prospective common technology research and actively promoting the green development of the automotive industry. Meanwhile, as a third-party technical support organization in the industry, ADC has been entrusted by China’s Ministry of Industry and Information Technology to carry out long-term research on environmental protection laws & regulations and provide management technology support in the auto industry, in addition to accumulating rich experience and resources in areas such as research on laws & regulations on hazardous substances abroad, industry platform construction, and international exchange and cooperation. With the MOU as foundation, in the future the three parties will deepen cooperation, seek common development, and join hands to provide comprehensive technical support for Chinese carmakers “going global” and foreign counterparts “coming into China.”

Yuxin Huang indicated that in the future, TUV Rheinland, TATC, and ADC will make full use of their respective advantages and work together to provide more diversified services and create more value for global automobile and parts enterprises, promoting green growth and quality development of the auto industry.

In addition to providing localized one-stop services by focusing on REACH and the laws and regulations on hazardous substances at home and abroad, under the MOU the three parties will make full use of their advantages in brand, information, technology, and laboratory capabilities, and deepen cooperation in laws & regulations research, testing & certification, technical guidance, forum sessions, and personnel capacity building, so as to further complement each other’s advantages in resources and technology and build a bidirectional service bridge between the export of Chinese vehicles and import of foreign vehicles into China. The parties will also make new contributions to the high-quality development of China’s automotive trade by working together to provide optimal solutions covering the entire product life cycle, including automotive R&D, production, sales, and after-sales service.
